The Contract and Procurement Analyst will be responsible for the development of solid working partnerships with stakeholders to optimize sourcing, supplier selection, pricing, contracting, and ongoing supplier management while meeting quality and service level requirements.  The incumbent is responsible for supporting the management of non-construction type contracts (tangible goods, service contracts, etc.) including supplier negotiation, contract terms and conditions, post contract-execution management, evaluation of contract performance, and collaboration with Samish departments. This position will consult with the construction project manager on construction project contracts. Incumbent must be proficient in contract development, contract standards and language, as well as contract modifications, extensions, and closeouts. Provides policy interpretation, guidance, and training as needed.

Principle Duties
  1. Provides guidance for contracting with vendors and consultants and for compliance with Samish policies and procurement regulations
  2. Organizes, maintains and electronically tracks all contracts and related documents
  3. Leads all aspects of supplier solicitation, including managing requests for proposals, selection, negotiations, contract terms, pricing, price re-determinations, and performance management
  4. Consults with construction project manager on all phases of construction-type projects including budget development, RFPs, bidding process, tracking contract performance, and project closeouts.
  5. Provides documentation and interpretation of contractual rights and obligations to relevant stakeholders
  6. Documents current procurement methods to develop and make recommendations for a transition to a central purchasing function
  7. Provides Finance policy interpretation within Tribal guidelines
  8. Maintains real estate and property files
  9. Assists and/or reviews the preparation of development project budgets, the bidding process, and verifies contract expenditures and compliance
  10. Cross-trains with Compliance Officer to fill-in as needed
  11. Performs other duties as assigned

Required Qualifications
  1. Must possess a Bachelor’s degree in accounting, business finance, law, contracts, purchasing, industrial management, quantitative methods, organization and management, or related field
  2. Must possess three years of professional procurement/purchasing experience
  3. Must have excellent communication skills, both in writing and verbally
  4. Must be able to self-prioritize work in order to meet multiple deadlines
  5. Must possess working knowledge of MS Office Word, Excel, Access
  6. Must be able to lift/carry up to 20lbs
Working Conditions

Physical Demands: Long periods of sitting (60% of time); occasional bending, crouching, stooping, stretching, reaching, lifting, carrying, and pushing (20% of time); and occasional standing and walking (20% of time). Occasionally lifts/carries up to 20lbs. Must possess manual dexterity sufficient to use office equipment with frequent repetitive motion such as writing, typing, cash-handling, paperwork-handling, and phone use. Must possess the ability to view print on a computer screen and/or paper document; the ability to speak and hear exchanging information with end users by telephone Mental/Visual Demands: Frequent mental and/or visual attention to task is required. Occasionally work requires heavy concentration. Frequent interruptions. Tasks involve eye-hand coordination. Working Environment: Work environment is mainly indoors with heat and some air conditioning. Must sit or stand at desk for the majority of shift. Occasionally works alone without benefit of supervisor or co-worker. Unavoidable hazards/risks: Work requires minimal risks which require safety precautions (using some cleaning chemicals for light cleaning). Protective clothing or equipment may be required (goggles, gloves, masks, boots, etc.)
