The Human Resources Director provides administrative support and management on issues related to employee relations and organizational development, in accordance with Samish Indian Nation’s staffing objectives for the current and future vision of the Tribe. The position oversees the implementation of all benefits management, employee relations, personnel records, and staff development under the direction of Tribal Council. The Human Resources Director maintains strict confidentiality standards and ensures organizational compliance with the Health Insurance Portability and Accountability Act (HIPAA). The position administers Human Resources functions for both the Samish Indian Nation governmental operations, as well as the Fidalgo Bay RV Resort business enterprise.

Principle Duties
  1. Provides interpretation and guidance to staff and management regarding applicable human resources issues such as classification, personnel policy interpretation, performance management, disciplinary actions, grievance resolutions, reasonable accommodations, and organizational development
  2. Analyzes, proposes, and drafts revisions to personnel documents including job descriptions, wage scales, compensation plans, evaluation systems, and personnel policies as needed or directed, and provides the necessary documentation for Tribal Council approval
  3. Researches, analyzes, and remains up-to-date on employment legislation and changes as they apply to the Samish Indian Nation and apprises tribal leadership as needed and ensures organizational compliance with HIPAA
  4. Oversees the recruitment, interview, selection, and hiring processes as well as the completion of background checks, and ensures that all records and files are maintained in accordance with Tribal policies and procedures and applicable federal and state standards
  5. Executes Personnel Action Notices (PANs) to communicate employee payroll or status changes and works collaboratively with payroll staff to ensure benefits, deductions, categorization, and pay are accurate for all staff
  6. Provides information, assistance, and training to all staff regarding participation or changes in their compensation package to include health/dental insurance, disability insurance, life insurance, workers compensation, leave benefits, employee assistance program, and 401k plan
  7. Manages employee benefits plans, while working with selected benefits vendors, and monitors government regulations and market trends to ensure the plans are legal, current, and competitive
  8. Processes, determines, and tracks tribal Family Medical Leave Act requests as well as necessary return-to-work certifications or medical releases
  9. Investigates and prepares documentation on grievances, complaints, and appeals in accordance with Tribal policies and procedures and works in collaboration with Legal Staff on sensitive issues
  10. Assesses staff training and professional development needs through surveys, interviews with employees, or consultation with managers and designs appropriate training materials or facilitates referrals to outside resources
  11. Tracks all employee evaluation schedules and provides evaluation documents as needed; reviews employee and supervisor input prior to employee/supervisor meetings to ensure quality, fairness, and consistency
  12. Works in partnership with the Controller on the maintenance of insurance plans including property, liability, and workers compensation and processes all insurance claims with the respective entity
  13. Maintains organized records of all vehicle registration, titles, and insurance documents
  14. Administers and initiates drug testing procedures according to policy, to include initial screenings, random testing, and reasonable suspicion testing
  15. Oversees the execution of temporary employee agreements, internships, vocational work assessments, and on-the-job experiences or training
  16. Manages and coordinates the organization’s safety/health procedures to increase safety and preparedness of all staff and visitors
  17. Other duties as assigned

Required Qualifications
  1. Must possess a Bachelor’s Degree in Human Resources Management or equivalent, and a minimum of five years’ experience in a senior HR Management role and one year supervisory experience
  2. Must have thorough knowledge of employee insurance and benefits programs
  3. Must have extensive experience in employee relations and coaching and counseling for performance.
  4. Must have thorough knowledge of state and federal employment laws.Knowledge of tribal employment law a plus.
  5. Must be highly proficient with Microsoft Office (Word, Excel, Publisher, Powerpoint, and Outlook)
  6. Must possess excellent verbal and written communication skills; able to make group presentations
  7. Must be flexible, highly organized, ability to prioritize responsibilities and problem solve
  8. Must be able to lift/carry up to 20lbs


Working Conditions


Physical Demands: Long periods of sitting (60% of time); occasional bending, crouching, stooping, stretching, reaching, lifting, carrying, and pushing (20% of time); and occasional standing and walking (20% of time). Occasionally lifts/carries up to 20lbs. Must possess manual dexterity sufficient to use office equipment with frequent repetitive motion such as writing, typing, cash-handling, and phone use. Must possess the ability to view print on a computer screen and/or paper document; the ability to speak and hear exchanging information with end users by telephone Mental/Visual Demands: Frequent mental and/or visual attention to task is required. Occasionally work requires heavy concentration. Frequent interruptions. Tasks involve eye-hand coordination. Working Environment: Work environment is mainly indoors with heat and some air conditioning. Must sit or stand at desk for the majority of shift. Unavoidable hazards/risks: Work requires minimal risks which require safety precautions (using some cleaning chemicals for light cleaning). Protective clothing or equipment may be required (goggles, gloves, masks, boots, etc.)
