Description
The Education Program Manager is responsible for promoting educational and vocational programs that instill a desire for lifelong learning for tribal members of all ages, as well as foster the preservation of the Samish Indian Nation. The position works closely with students to ensure that educational barriers, financial or otherwise, are identified and addressed to support successful educational growth. The Education Program Manager is responsible for program planning as well as direct service implementation.
Principle Duties
  1. Evaluates tribal community needs to design appropriate educational services/programs for the benefit of the Samish Tribal community
  2. Provides information and outreach regarding services to Samish members; manages program inquiries and maintains prompt and effective contact with students to ensure successful matriculation
  3. Monitors program participation by maintaining a student database for financial assistance tracking
  4. Directly implements financial assistance programs such as higher education scholarships and tutoring, while effectively communicating with students and educational institutions
  5. Establishes and maintains regular contact with Samish students; creates student educational plans and evaluates progress toward educational goals
  6. Develops training materials and resource guides to meet student needs; provides guidance and assistance on completion of educational and financial assistance applications
  7. Works collaboratively with the Culture Committee and other staff members on Samish curriculum development and implementation for both K-12 learning and member education
  8. Prepares programmatic, fiscal, and statistical reports and data as requested by HHS Director for grant compliance and/or Tribal Council monitoring
  9. Supervises Education Department staff by providing direct oversight, guidance, and support as needed, while promoting professional growth and development
  10. Works collaboratively with all staff in the integration of comprehensive and holistic services
  11. Develops, reviews, and updates Education policies and procedures as needed
  12. Represents the Samish Indian Nation Education Department in local, state, tribal, and national education communities and stays up-to-date on applicable opportunities, initiatives, and legislation
  13. Develops and maintains partnerships with appropriate school districts including MOAs/MOUs
  14. Performs other duties as assigned
Required Qualifications
  1. Bachelor’s degree in related field and two years of supervision and directly related experience or AA degree and five years of supervision and directly related experience. Preferred: Master’s Degree in an Education or related field; teaching experience and/or experience with the Native American Community
  2. Strong background in development, implementation/management of projects
  3. Develop, manage, and monitor a budget
  4. Valid driver’s license and be able to meet the minimum insurance requirements regarding driving record in order to utilize GSA vehicles
  5. Moderate computer skills with knowledge of MS Office and e-file management
  6. Must have the ability to provide high-quality customer service
Working Conditions

Physical Demands: Long periods of sitting (60% of time); occasional bending, crouching, stooping, stretching, reaching, lifting, carrying, and pushing (20% of time); and occasional standing and walking (20% of time). Occasionally lifts/carries up to 20lbs. Must possess manual dexterity sufficient to use office equipment with frequent repetitive motion such as writing, typing, paperwork-handling, and phone use. Must possess the ability to view print on a computer screen and/or paper document; the ability to speak and hear exchanging information with end users by telephone Mental/Visual Demands: Frequent mental and/or visual attention to task is required. Occasionally work requires heavy concentration. Frequent interruptions. Tasks involve eye-hand coordination. Working Environment: Work environment is mainly indoors with heat and some air conditioning. Must sit or stand at desk for the majority of shift. Occasionally works alone without benefit of supervisor or co-worker. Unavoidable hazards/risks: Work requires minimal risks which require safety precautions (using some cleaning chemicals for light cleaning). Protective clothing or equipment may be required (goggles, gloves, masks, boots, etc.)

CONFIDENTIALITY: This position develops, maintains, and is responsible for safeguarding the computer/electronic and hardcopy file folders containing sensitive and proprietary information about the Tribe and its members. The incumbent must maintain confidentiality of all work and files pertaining to enrollment, clients, survey results, and all other material that may identify individuals by name (either directly or by reference), as set forth by the Tribal Council in the Personnel Manual. Any violation in this matter may result in immediate termination of employment.
