Description
The Housing Services Specialist for Samish Indian Nation’s Housing Department is responsible for providing support and assistance to families that are participating in the Tenant Based Rental Assistance (TBRA) program, Homelessness Prevention and other Housing Services.    The Housing Services Specialist will work closely with the Housing Director, the Housing Committee, and the General Manager to develop and implement a broad range of services funded by local, regional, State and Federal funding sources.
Principle Duties
  1. Provides day-to-day implementation and support of the Samish Tribal Housing Program that

    includes all goals and objectives described in the Indian Housing Plans, as well as other programs as developed, under the following funding sources as they apply:

    • Homelessness Prevention Program through Skagit County’s Homeless Crisis Response System & Low Income Housing
    • Tenant Based Rental Assistance Program through the Indian Housing Block Grant Program (U.S. Department of HUD)
    • Other housing programs as funding becomes available
  2. Implements and monitors program policies as outlined in Samish Indian Nation Housing Programs Policy, Homelessness Prevention Guidelines and as required by the Indian Housing Block Grant Program
  3. Assists in preparation of housing budget and funding applications
  4. Responds to client inquiries, provides program information, screens applicants for eligibility, verifies information, enters information into the Homelessness Management Information System (HMIS) and responds to client complaints/grievances, and maintains client files and waiting lists
  5. Administers TBRA and/or Homelessness Prevention Program, including housing unit inspections, landlord negotiations, and rental assistance calculations
  6. Assists with educational outreach including not limited to: Financial Management, credit repair, Landlord Tenant engagement and other services that will result in families become self-sufficient.
  7. Prepares written and oral reports as necessary for the Housing Director as required for reviewby the Tribal Council
  8. Attends local, regional and national meetings and training workshops related to homeless and prevention programs and services.
  9. Maintains a clean and professional work environment, adheres to all personnel and financial policies and procedures, and works cooperatively with Housing Committee, Samish Tribal Council and employees.
  10. Perform other duties as assigned.

Required Qualifications
  1. Must possess a minimum of two years’ experience in direct social service or related field experience. Must hold or be willing to attain a Housing and Urban Development (HUD) Housing Quality Standards Inspections Certificate.
  2. Must become a HUD Certified Visual Assessor within 30 days of employment.  This is accomplished by successfully completing a 20-minute online training on HUD’s website.      
  3. Must have the ability to communicate effectively, both orally and in writing, with funding agencies, attorney, contractors, Tribal Council and staff, and the public.
  4. Must have strong people skills and the ability to work with diverse groups of people.
  5. Must be familiar with Microsoft Office and Electronic--file management
  6. Experience with or ability to learn the Homeless Management Information System (HMIS).
  7. Must have a valid Washington State driver’s license and be able to meet the minimum insurance requirements regarding driving record in order to utilize GSA vehicles
Working Conditions

Physical Demands: Long periods of sitting, including driving (60% of time); occasional bending, crouching, stooping, stretching, reaching, lifting, carrying, and pushing (20% of time); and occasional standing and walking (20% of time). Occasionally lifts/carries up to 20lbs. Must possess manual dexterity sufficient to use office equipment with frequent repetitive motion such as writing, typing, paperwork handling, and phone use. Must possess the ability to view print on a computer screen and/or paper document; the ability to speak and hear exchanging information with end users by telephone

Mental/Visual Demands: Frequent mental and/or visual attention to task is required. Occasionally work requires heavy concentration. Frequent interruptions. Tasks involve eye-hand coordination.
Working Environment: Work environment is mainly indoors with heat and some air conditioning. Must sit or stand at desk for the majority of shift. Occasionally works alone without benefit of supervisor or coworker.
Unavoidable hazards/risks: Frequent vehicular travel; work requires minimal risks which require safety precautions (using some cleaning chemicals for light cleaning). Protective clothing or equipment may be required (goggles, gloves, masks, boots, etc.) 

 

CONFIDENTIALITY:  This position develops, maintains, and is responsible for safeguarding the computer/electronic and hardcopy file folders containing sensitive and proprietary information about the Tribe and its members.  The incumbent must maintain confidentiality of all work and files pertaining to enrollment, clients, survey results, and all other material that may identify individuals by name (either directly or by reference), as set forth by the Tribal Council in the Personnel Manual.  Any violation in this matter may result in immediate termination of employment.
