Description

This position, along with Treasurer, Chief Financial Officer, and Chief Operations Officer, may be a key role in developing the annual budget for Tyee.  Duties to include, but not limited to: prepare reports for monthly Council meetings, respond to budget vs actual inquiries, assist with preparing resolution for Council review and approval, setup and track encumbrances, approve purchase orders on behalf of the Treasurer, assist in determining budget availability/budget adjustments for capital expenditures, maintain resolution statuses (open or closed), and work on assigned special projects.  Special Projects could include, but not limited to, assisting with indirect cost rate proposals, assisting with research on new accounting/finance systems to add additional functionality or efficiency improvement in processes, assisting with policy edits, and preparing ad hoc reports.

Principle Duties
  1. Provides day-to-day accounts payable activities including purchase order review, data entry, reconciling vendor statements, and comparisons of budget versus actual expenditures
  2. Prepares reports for monthly Council meetings
  3. Prepares reports as requested by Council Treasurer or others
  4. Assists and/or develops annual general fund discretionary budget
  5. Suggest and/or prepares budget entries
  6. Generates POs for Council directed expenditures
  7. Approval for assigned PO workflows
  8. Maintenance resolution activity
  9. Ensure travel purchase orders are in accordance with policies and procedures, which may include requesting receipts from travelers and following up with Council Treasurer
  10. Reconciles credit card statements for payment and processing
  11. Works on assigned special projects
  12. Assists with the maintenance of the internal controls and compliance requirements as required from generally accepted accounting principles, federal regulations, finance policies, and the adopted internal controls of the Samish Indian Nation
  13. Develops extensive knowledge about assigned departmental/entity budgets, accounting policies and procedures
  14. Works closely with the Treasurer, Chief Financial Officer, and others regarding expenditures and budgets
  15. Maintains a clean and professional work environment
  16. Works cooperatively with all Samish council and employees
  17. Performs other duties as assigned

Required Qualifications
  1. Five years’ work experience developing/overseeing budgets, identifying issues and communicating them to the appropriate people, general business accounting procedures; fund accounting experience within a Tribal, State, Federal or Local government or not-for-profit setting is a PLUS
  2. Must be highly proficient with Microsoft Office, including Microsoft Excel, and have experience working within accounting software or be able to learn fund accounting software
  3. Must have capacity for working with budget and actual activities, accurate data entry, reconciliation, and file management with directly related experience
  4. Must be a self-starter, desire to learn new skills and gain knowledge while being organized, and thrives in a fast paced work environment
  5. Must be able to lift/carry up to 20lbs

Desired Qualifications:

  1. Experience working with all levels of the organizational chart
  2. Bachelor’s degree in accounting or related field

Working Conditions

Physical Demands: Long periods of sitting (60% of time); occasional bending, crouching, stooping, stretching, reaching, lifting, carrying, and pushing (20% of time); and occasional standing and walking (20% of time). Occasionally lifts/carries up to 20lbs. Must possess manual dexterity sufficient to use office equipment with frequent repetitive motion such as writing, typing, cash-handling, paperwork-handling, and phone use. Must possess the ability to view print on a computer screen and/or paper document; the ability to speak and hear exchanging information with end users by telephone Mental/Visual Demands: Frequent mental and/or visual attention to task is required. Occasionally work requires heavy concentration. Frequent interruptions. Tasks involve eye-hand coordination. Working Environment: Work environment is mainly indoors with heat and some air conditioning. Must sit or stand at desk for the majority of shift. Occasionally works alone without benefit of supervisor or co-worker. Unavoidable hazards/risks: Work requires minimal risks which require safety precautions (using some cleaning chemicals for light cleaning). Protective clothing or equipment may be required (goggles, gloves, masks, boots, etc.)
