Description

Samcor Inc. is seeking a creative, dynamic, and experienced economic development professional to lead Samcorߴs day-to-day operations as its Chief Operations Officer. Samcor and its core businesses are located in Anacortes, Washington.

The COO manages Samcorߴs assets and suite of businesses. The COO maintains day-to-day operations in all aspects of the Corporation and its related businesses. The COO manages commercial holdings and handles direct and indirect labor, retail and hospitality services, and future businesses for Samcor. The COO implements in the most cost-effective and profitable manner the direction and vision of the Samcor Board. The COO leads and manages a comprehensive array of services and programs.

Principle Duties

Manage the daily operation of the Samcor business entities:

  1. Supervise daily operations of the Samcor Fuel & Tobacco, Fidalgo Bay RV Resort, and Northwind Cannabis.
  2. Supervise daily Samcor office and/or administrative staff and functions.
  3. Manage external purchased vendor services such as Marketing, IT, and Security
  4. Assist with Samish Indian Nation’s provided services such as Accounting, HR, IT, Planning and Administration.
  5. Assist in the preparation of daily, monthly, and annual financial reports, budgets and audits.
  6. Review with the entity managers, CEO and Board on Samcor’s performance compared to financial expectations.
  7. Lead compliance with all personnel policies, standard operating procedures, and any Tribal regulations or policies that pertain to the operation of Samcor.
  8. Provide training and guidance to employees to help them excel in their positions.
  9. Converse with managers regarding operations and be available to deal with emergent issues.

Oversee management and operations of Samcor’s related ventures:

  1. Direct all businesses whether they are a DBA, Corporation, or other venture.
  2. Assist with project management for new business development ventures.
  3. Work with the Tribe’s departments when operations affect other areas beyond Samcor.

Additional Duties:

  1. Review purchase orders and requests from all enterprise activities for consistencies with Samcor goals and policies.
  2. Work closely with the Samcor Board.
  3. Prepare reports on the financial and operational status of each enterprise to present to the Samcor Board. 
  4. Participate in Samish Tribal Council meetings at the request of the Samcor Board.
Required Qualifications
  1. Ability to manage a diverse set of businesses while maintaining strong and viable connections to the Tribe.
  2. Ability to manage budgets and analyze financial statements (P&Ls, Balance Sheets and Cash Flow Statements).
  3. Ability to communicate well including strong writing, speaking and listening skills.
  4. Ability to lead meetings and delegate responsibilities.
  5. Establish and maintain effective working relationships with tribal, federal, state, regional and local agencies/organizations, community leaders, and the general public.
  6. Ability to work with people from varied cultural, economic and educational backgrounds through the multiple curricula and services proved by the organization, specifically rural American Indian reservation communities and tribal members.
  7. Skill in the use of computers and commonly used office software.
  8. Skill in developing short- and long-range plans.
  9. Skill in team-building and cross-cultural communication and interaction.
  10. Ability to work with high stress and long hours.
  11. Ability to make decisions quickly within the overall strategic vision of Samcor.

Education and/or Experience Requirements:

  1. Preferred: Master’s degree in Business Administration and at least five years of senior‑level management experience, demonstrating strong leadership, administrative capability, and a focus on economic development.
  2. Alternatively: A Bachelor’s degree in the field listed above with ten years of related experience, or an Associate’s degree in the field listed above with fifteen years of related experience.

**Obtaining full COVID-19 vaccination, including booster, no later than 60 days from the hire date will be a condition of employment for all Samcor employees**

Working Conditions

Physical Demands: Long periods of sitting (60% of time); occasional bending, crouching, stooping, stretching, reaching, lifting, carrying, and pushing (20% of time); and occasional standing and walking (20% of time). Occasionally lifts/carries up to 20 lbs. Must possess manual dexterity sufficient to use office equipment with frequent repetitive motion such as writing, typing, cash-handling, and phone use. Must possess the ability to view print on a computer screen and/or paper document; the ability to speak and hear exchanging information with end users by telephone Mental/Visual Demands: Frequent mental and/or visual attention to task is required. Occasionally work requires heavy concentration. Frequent interruptions. Tasks involve eye-hand coordination. Working Environment: Work environment is mainly indoors with heat and some air conditioning. Must sit or stand at the desk for the majority of shift. Occasionally works alone without benefit of supervisor or co-worker. Unavoidable hazards/risks: Work requires minimal risks which require safety precautions (using some cleaning chemicals for light cleaning). Protective clothing or equipment may be required (goggles, gloves, masks, boots, etc.).
