Description

The Citizen Services Senior Director (CSSD) for the Samish Indian Nation is responsible for the development, implementation, and oversight of all the employment & training, cultural & language, education, cultural resources and Samish archives.  Citizen Services Senior Director will work closely with the Citizen & Client Executive Director and the Chief Operations Officer to develop and implement a broad range of services for tribal citizens from local, regional, state, federal, and private funding sources. This position is responsible for building a strong culture of teamwork across programs and leading the efforts in the professional development of team members. The Citizen Services Senior Director will coach, mentor, and hold staff accountable while recognizing achievements and lessons learned.

Principle Duties
  1. Lead Citizen Services staff in achieving all grant requirements including timely and accurate reporting, deliverable completion, budget submissions and monitoring, and successful implementation of services to meet tribal citizen’s needs
  2. Coordinate with Human Resources and Citizen & Client Services Executive Director in the hiring staff; handling of personnel issues; and updating job descriptions
  3. Oversees client services program development, from conceptual work in identifying needs, to assessing opportunities and capacity to expand services to tribal citizens and eligible community members
  4. Maintains responsibility for budget oversight for an average annual operating budget of all Citizen Services grants and contracts
  5. Directly manages the Citizen Services Senior Director budgets, including Tyee and BIA budget preparation for the proposals, implementation, and justification for budget modifications as needed
  6. Oversees Citizen Services program directors’ budget formulation and submission, active and ongoing monitoring, budget modifications as needed
  7. Facilitates director level understanding of regulatory guidelines including Uniform Guidance and OMB Circulars
  8. Works closely with and assists the Citizen & Client Executive Director and the Chief Operations Officer for program planning, development, and implementation of services to improve and enhance the quality of tribal citizens’ lives such implementing and maintaining a 477 program and a well-define language revitalization program and cultural activities and classes
  9. Continuing applying for funding to support cultural, language, education, and employment programs
  10. Ongoing positive leadership and staffing of Citizen Services staff to create an ambitious, diverse, and visionary team that will lead to improvements of the delivery and management of program services
  11. Oversight of Citizen Services programs including regular staff meetings and communication, performance management, hiring and firing recommendations, conflict resolution, and the support of professional development
  12. Works with the Essential Services and Citizen Services Senior Directors to build a strong culture of teamwork across tribal programs to ensure a holistic approach to meeting each citizen and/or client’s needs
  13. Provides written reports and oral presentations to Samish leadership and oversees department contributions to the website, newsletter, and Annual Reports
  14. Works with the education committee, cultural committee, and the language committee to ensure committee work is being completed
  15. Maintains responsibility for ensuring department directors have accurate, up-to-date copies of grant and contract files; ensures that all original correspondence and grant/contract documents are properly forwarded to the accounting department as the official record
  16. Reviews, edits, and makes recommendations to Citizen & Client Services Executive Director and Chief Operations Officer on citizens service-related ordinances and policies
  17. Represents needs of Samish as primary delegate or liaison to State or Regional partners in services to tribes
  18. Liaison for relevant meetings, trainings, and conferences as needed within the allowable budget(s)
  19. Other duties as assigned
Required Qualifications
  1. Bachelor’s degree in business, education, sociology, or related field of study
  2. Minimum of five years of experience working with tribal governments or related experience
  3. Minimum of five years relevant experience in program infrastructure development and leadership
  4. Minimum of three years of experience working with a vulnerable, underserved population; any equivalent combination of education and experience may qualify as equivalent education/experience
  5. Demonstrated proficiency with Microsoft Office suite including but not limited to Teams, Word, Excel, Publisher, and Outlook
  6. Must have excellent written and verbal communication skills
  7. Demonstrated experience in business practices and procedures, business math, grammar and business correspondence
  8. Must have the ability to successfully collaborate with internal and external partners or potential partners
  9. Must be reliable, efficient, and personable
  10. Must have organized work habits to ensure timely completion of assignments
  11. Must be able to lift/carry up to 20lbs

 Preferred Qualifications

  1. Minimum of ten years of successful management in a leadership role with three years working with tribal governments

Working Conditions

Physical Demands: Long periods of sitting (60% of time); occasional bending, crouching, stooping, stretching, reaching, lifting, carrying, and pushing (20% of time); and occasional standing and walking (20% of time). Occasionally lifts/carries up to 20lbs. Must possess manual dexterity sufficient to use office equipment with frequent repetitive motion such as writing, typing, and phone use. Must possess the ability to view print on a computer screen and/or paper document; the ability to speak and hear exchanging information with end users by telephone Mental/Visual Demands: Frequent mental and/or visual attention to task is required. Occasionally work requires heavy concentration. Frequent interruptions. Tasks involve eye-hand coordination. Working Environment: Work environment is mainly indoors with heat and some air conditioning. Must sit or stand at desk for the majority of shift. Occasionally works alone without benefit of supervisor or co-worker. Unavoidable hazards/risks: Work requires minimal risks which require safety precautions (using some cleaning chemicals for light cleaning). Protective clothing or equipment may be required (goggles, gloves, masks, etc.)
